Last century liberal of the 1990s Liberal MP speaks out on vaccine mandates, calls for roadmap to end rest...

Liberals were like that 30 years ago......now that's leadership

.//

wish to come back on the events that
00:01
have been unfolding these last two weeks
00:03
in ottawa
00:05
first off
00:06
i like my colleagues wholeheartedly
00:09
condemn the kind of hideous acts and
00:11
symbols that we've seen on this play by
00:13
some demonstrators
00:15
nazi flags and confederate flags have no
00:17
place in canada they are symbols of hate
00:20
and intolerance and we must always
00:23
reject these symbols passionately
00:25
and i want to thank all of those who've
00:27
denounced these acts these symbols and
00:30
these individuals clearly and loudly
00:33
i also wish to denounce the far-right
00:35
groups that we have seen in these
00:36
protests
00:38
i've myself received over the years my
00:40
fair share of threats from far-right
00:43
extremists and i have absolutely
00:46
absolutely no sympathy
00:48
for them
00:50
i profoundly despise what they stand for
00:54
with regards to the occupation of
00:56
ottawa's downtown core it's time it
00:58
stops
01:00
it's time for truckers to leave and let
01:01
the local population get their
01:03
neighborhood back and get their quality
01:05
of life back
01:06
free of fear and free of harassment
01:09
no one wants this to escalate and
01:12
protesters should now show some good
01:14
will
01:16
like we've seen this saturday in my
01:18
hometown of quebec city
01:19
i suggest they relocate somewhere else
01:22
somewhere appropriate for the residents
01:24
and for the city of ottawa they could
01:26
organize shuttles should they wish to
01:28
come demonstrate peacefully before
01:30
parliament hill such is their right
01:32
but downtown residents also have the
01:34
right to piece and order and it has
01:37
lasted long enough already
01:40
that being said
01:41
when it comes to the broader
01:43
demonstration
01:44
demonstrations we've seen in ottawa in
01:47
quebec city and all across the country
01:49
i will abstain from the kind of
01:51
generalizations that we've heard these
01:53
last few days
01:55
i've seen on radio canada an interview
01:58
with what seemed to be a very kind grand
02:00
grandmother who demonstrated for her
02:02
grandkids she looked and sounded nothing
02:05
like a white supremacist
02:07
nor did the black seek and indigenous
02:10
canadians i saw demonstrating on my way
02:12
to parliament these last two weeks or in
02:14
quebec city this last saturday
02:16
i have enough respect for my fellow
02:18
canadians
02:19
not to engage in these easy and absurd
02:23
labels
02:24
now looking beyond the demonstrations
02:27
i've heard from hundreds of constituents
02:29
and citizens who took the time to reach
02:31
out to me these past weeks
02:33
folks who have nothing to do with these
02:35
demonstrations who are for the most part
02:38
vaccinated who have done everything as
02:40
they should these last two years
02:43
people people
02:44
who have shared with me legitimate
02:46
concerns
02:47
about where we are heading collectively
02:51
i think we must hear these concerns
02:53
and i think we must respond to them
02:56
i've heard from parents worried to see
02:57
their kids sink into depression and
02:59
slowly lose their joy of living
03:02
i've heard from pediatricians
03:04
in tears telling me about their young
03:06
patients despair anxiety isolation as
03:09
well as the stunning increase in school
03:11
dropouts they are observing
03:13
i've heard from artists who are on the
03:15
brink of mental and financial collapse
03:17
after two years with barely enough work
03:20
to get by
03:21
i've heard from social workers answering
03:23
suicide hotlines who are overwhelmed by
03:26
the number of calls they're receiving
03:28
i've heard from entrepreneurs and
03:30
restaurant owners who are contemplating
03:32
losing what they've spent their whole
03:33
lives building
03:34
and that's when it hasn't happened
03:36
already
03:37
i've heard from fellow quebecers who are
03:40
rightfully appalled that in our province
03:43
in 2022 we're locking up triple vaxxed
03:46
seniors for days on end
03:48
i've heard from fellow quebecers
03:51
appalled
03:52
that in quebec
03:53
in january 2022
03:56
we have locked up kids aged 6 to 10
03:59
years old
04:00
for up to 10 days in windowless rooms
04:03
kids who tested negative who had no
04:06
symptoms who had been in contact with
04:08
someone though who had the virus
04:11
so let me repeat in quebec in 2022 we
04:15
locked up kids aged 6 to 10 for up to 10
04:18
days in windowless rooms
04:21
let that sink in
04:22
this was a public health measure that
04:24
had been drafted approved and applied
04:28
i've heard from people worried that we
04:30
seem collectively to have forgotten that
04:32
a population's health is kind of like a
04:34
pie and omicron is but a slice of that
04:37
pie
04:38
economic health
04:40
social health and mental health
04:42
must be accounted for
04:44
i've heard from people worried that
04:46
those making the decisions
04:48
seem at times to have been blind to the
04:50
fact that we're not all equal before
04:52
lockdowns
04:54
that not everyone can earn a living on a
04:56
macbook at the cottage
04:58
i've heard people worried that a few
05:00
might have lost sight of the quiet and
05:02
discreet suffering of the many
05:04
i've heard people in great pain to see
05:06
some of their friends whom they love
05:08
and respect but who've decided for
05:10
whatever reason we might very well
05:12
disagree with who've decided not to get
05:15
vaccinated and as a consequence
05:18
are jobless
05:19
selling what they have and moving to the
05:21
united states away from their
05:23
communities away from their friends and
05:25
from their families
05:27
i've heard from teachers worried to see
05:28
kids reenacting in the schoolyard the
05:31
kind of discrimination and segregation
05:34
we see in our society between vaccinated
05:36
and unvaccinated
05:38
i've heard from people worried to see
05:40
those they care about
05:42
fighting each other on this issue
05:44
tearing some families and some friends
05:46
apart
05:47
i've heard from a lot of people
05:49
wondering why just a year ago we were
05:52
all united
05:53
all in this together
05:55
and now that we have one of the most
05:57
vaccinated population in the world
06:00
we've never been so divided
06:02
now these people are increasingly
06:04
confused
06:05
when on the other hand they hear experts
06:07
like dr carl weiss a renowned quebec
06:10
epidemiologist
06:11
state last week and i quote
06:13
that covet 19 is here to stay
06:16
that those at risk will have to be
06:17
monitored closely when symptoms appear
06:20
that we will have to protect our health
06:22
care systems but that we will also have
06:24
to live with the virus like we do with
06:26
influenza
06:27
that we can go back to lockdowns and
06:30
restrictions not supported by science
06:33
they're confused when they hear dr tam
06:35
state last week that all existing public
06:38
health policies including vaccine
06:40
passports need to be re-examined and
06:43
that we need to have
06:44
longer-term sustained approaches and
06:46
capacity building so we're not in crisis
06:49
mode all the time as we fight this virus
06:52
they're confused when they see the
06:53
undeniable trend around the world
06:56
whereby for instance the world health
06:59
organization recently recommended
07:01
dropping or alleviating many border
07:04
measures including vaccine requirements
07:06
as they've proven to be ineffective in
07:08
fighting the propagation of the omicron
07:10
variant
07:11
that's the world health organization
07:14
they're confused when they see countries
07:15
around the world like ireland sweden
07:18
norway
07:19
switzerland the czech republic israel
07:22
denmark spain and the uk who have either
07:25
dropped almost all restrictions or are
07:27
fast moving in that direction
07:29
all countries i note with lower
07:31
vaccination rates than us
07:34
now while folks are hearing and seeing
07:36
all of this they're left rightfully
07:38
wondering
07:40
where the hell are we heading here in
07:42
canada
07:43
i think there lies the frustration
07:46
they feel there is no appetite from our
07:48
government to adapt so as to reflect the
07:50
changing data
07:52
and the changing reality of the pandemic
07:54
and of the world
07:56
they're worried that measures which
07:58
ought to be exceptional and limited in
08:00
time are being normalized with no end in
08:03
sight like vaccine passports mandates
08:06
and requirements for travelers
08:09
they're worried because they feel they
08:11
feel it is becoming harder and harder to
08:13
know where public health stops
08:16
and where politics begins
08:19
now i firmly believe governments would
08:21
do well not to dismiss these legitimate
08:24
concerns
08:25
and not to demonize those who voice them
08:28
to the contrary i believe these concerns
08:30
need to be addressed head on
08:32
and here are some ways i humbly submit
08:34
we could go about it
08:40
first
08:42
i believe the government should provide
08:44
quickly a roadmap with clear and
08:46
measurable targets to lift all
08:48
restrictions within its purview
08:51
to be clear i do not necessarily believe
08:53
that all measures should be lifted
08:55
immediately but i do believe that we
08:57
must have a clear and measurable
09:00
benchmark for when measures will be
09:02
lifted
09:03
for instance
09:04
at what point can we lift restrictions
09:06
while respecting the capacity of the
09:08
province's health care systems
09:11
second
09:12
i believe that if more and more
09:14
canadians find it hard to comply with
09:16
the restrictions
09:17
it's not because they lack solidarity
09:20
it's because increasingly canadians
09:22
don't understand the measures and they
09:24
don't understand them because
09:25
governments no longer care to explain
09:27
them
09:28
it's a lot easier to comply when you
09:30
understand particularly when these
09:32
restrictions impact your day-to-day life
09:36
the vaccine requirement for truckers to
09:38
me is a good example and if we forget
09:40
about the demonstrations and we forget
09:42
about the convoy for just a second and
09:44
look at that policy for what it is
09:46
this is a policy that now goes against
09:48
the world health organization's
09:49
recommendation
09:51
and for which no epidemiological
09:53
studies and projections have been
09:55
provided
09:58
meanwhile the industry is clear
10:00
when this measure took effect the price
10:02
of transport for fresh products from the
10:05
united states went up by 15 to 20
10:07
percent on average
10:09
now i understand there are many factors
10:11
contributing to inflation but inflation
10:14
happens over time not overnight
10:17
this is not a small consequence given
10:19
that canadians are already facing the
10:21
highest inflation in 30 years
10:23
and unfortunately it affects more the
10:26
most vulnerable amongst us the impact is
10:28
not the same if you make 200 or 300 000
10:31
a year versus if you make 15 to 20 bucks
10:34
an hour
10:36
at least if the benefits were clearly
10:38
explained with data and projections not
10:41
with talking points it could make the
10:43
burden more bearable
10:45
i've been looking for this data for
10:47
weeks but to no avail
10:49
this leads me to humbly suggest that the
10:52
government should systematically publish
10:54
the epidemiological projections and the
10:56
scientific analysis underpinning the
10:58
measures it imposes going forward
11:01
third
11:03
to echo the comments i quoted earlier by
11:05
dr tam
11:06
we need to be building our capacity
11:08
right now to face the next waves
11:11
as such i believe the government should
11:12
start negotiating the canada health
11:14
transfers with provinces without delays
11:17
the government's position is quite
11:19
frankly
11:20
hard to understand
11:21
on the one hand
11:23
we say that we will not be negotiating
11:25
the transfer before the pandemic ends
11:27
and on the other hand we say that the
11:29
pandemic will last for years
11:31
if we want to be able to truly live with
11:33
the virus without resorting to the
11:35
violence of lockdowns these discussions
11:38
cannot wait
11:40
there's no doubt that provinces have a
11:41
lot to do to improve their health care
11:43
systems and to gain inefficiency
11:46
but the federal government
11:48
also has its role to play
11:51
at last
11:52
i think it's time to stop dividing
11:54
canadians to stop pitting one part of
11:56
the population against another i can't
11:59
help but notice with regret that both
12:02
the tone and the policies of my
12:03
government
12:04
changed drastically on the eve and
12:07
during the last election campaign
12:10
from a positive and unifying approach a
12:13
decision was made to wedge to divide and
12:16
to stigmatize
12:17
i fear that this politicization
12:20
of the pandemic risks undermining the
12:23
public's trust in our public health
12:25
institutions
12:26
this is not a risk we ought to be taking
12:29
lightly
12:30
in this last year canada has reached one
12:33
of the highest levels of vaccination in
12:35
the world it is something we should be
12:37
proud of it is something we should be
12:39
celebrating
12:40
yet here we are
12:42
more divided than ever
12:44
it's time to stop with the division and
12:46
the distractions
12:47
it's time to choose positive not
12:49
coercive methods it's time to unite
12:53
and finally
12:54
though i am alone voicing these concerns
12:57
publicly today i can tell you that i'm
12:59
not the only one who feels
13:02
to varying degrees
13:04
as i do within our ranks
13:06
i remain hopeful
13:08
that this call for more humanism for
13:10
more reason and for more hope will be
13:13
heard
