PM Justin Trudeau record on SECRECY : 72 plus 8 SECRET ORDERS IN COUNCIL OIC adopted 2015- 2024

Bloggers note: my year end  parting with 2024

My Question: Was there any OIC adopted leading the imposition of   the "Emergency ACT " and after the ACT was withdrawn in 2022

Answer: https://parliamentarianobserver.blogspot.com/2024/12/my-question-was-there-any-oic-adopted.html

........................

72 plus 8 SECRET ORDERS IN COUNCIL OIC adopted 2015-  2024

It's not possible to list the exact numbers of these secret OICs because they are, by definition, not published. The absence of a number in the sequence is the only indicator of a secret OIC's existence.

Distribution Over Time:
None were adopted in 2015 under Trudeau (those were adopted by the previous Harper government).
Five in 2016, seven in 2017, eight in 2018, and twelve in 2019.

A spike to 21 in 2020, then eight in 2021.
Eleven so far in the year when the data was reported.

Creation and Approval:
OICs are drafted by government departments or agencies when there is a need to exercise statutory powers or the royal prerogative. They are then recommended by the responsible minister to the Cabinet for approval.
Once approved by the Cabinet, they are sent to the Governor General for signing, which is when they officially become an OIC.

My Question: Was there any OIC adopted leading the imposition of the "Emergency ACT "

Bloggers note: My Question: Was there any OIC adopted leading the imposition of   the "Emergency ACT " and after the ACT was withdrawn in 2022

Yes, there were Orders in Council (OICs) both leading to the imposition of the "Emergencies Act" and following its withdrawal in 2022. Here's a detailed breakdown:

Before the Invocation of the Emergencies Act:
  • Proclamation Declaring a Public Order Emergency (PC 2022-108)
    • Date: February 15, 2022
    • Details: This OIC initiated the invocation of the Emergencies Act, declaring that a public order emergency existed throughout Canada due to blockades and protests, including the "Freedom Convoy" protests. It allowed for the implementation of temporary measures to deal with the emergency.

During the Period the Emergencies Act was in Effect:
  • Emergency Economic Measures Order (PC 2022-108)
    • Date: February 15, 2022
    • Details: This OIC was made under section 19(1) of the Emergencies Act, providing measures to control the economic impact of the blockades, including financial restrictions on individuals involved in the blockades.

After the Withdrawal of the Emergencies Act:
  • Proclamation Revoking the Declaration of a Public Order Emergency (PC 2022-150)
    • Date: February 23, 2022
    • Details: This OIC officially revoked the public order emergency, ending the use of the Emergencies Act and all associated measures.
  • Order directing an Inquiry into the Public Order Emergency (PC 2022-373)
    • Date: April 25, 2022
    • Details: This OIC established the Public Order Emergency Commission to review the circumstances leading to the declaration of the public order emergency, the measures taken under the Emergencies Act, and their appropriateness and effectiveness.

These OICs outline the legal steps taken by the Canadian government in invoking and then revoking the Emergencies Act in response to the "Freedom Convoy" blockades in 2022.
