Emergency benefits to be made available in April for those who don't qualify for EI

Workers and businesses hurt by the COVID-19 pandemic may be eligible for part of the $82 billion aid package announced Wednesday by Prime Minister Justin Trudeau, which includes $27 billion in direct support for those struggling to find work or care for family members.
The package, now before Parliament, stands to adjust the rules on who qualifies for employment insurance (EI), and includes two emergency benefits for those who don't.
The emergency benefits aren't yet available, but the government has released guidelines on who can apply, and how much relief Canadians can expect. Here's how they'll work.

Who qualifies for EI?

Whether you qualify for EI will still depend on your specific situation, such as regional rate of employment, and the number of hours worked in the last 52 weeks. The government recommends people apply as soon as possible to find out if they qualify; waiting more than four weeks after your last day of work means you could lose access to those benefits.
To receive EI, you must have lost your job through no fault of your own, which includes being unable to work because of illness or quarantine. Under Wednesday's changes, the one-week waiting period for sickness benefits will be removed for those who have been told to self-isolate or quarantine, meaning applicants can be paid for the first week of their claim.
If approved, the maximum amount paid out for EI is $573 a week.

How do I apply?

Applicants usually need a medical certificate along with records of employment, though the new rules allow quarantined workers to apply without the former. If you can't apply because you are quarantined, you can also file for EI sickness benefits later and have the claim backdated.
To apply for EI benefits, you can visit the website. Afterwards, you can apply to have the one-week waiting period waived by calling the government's toll-free number at 1-833-381-2725, or teletypewriter at 1-800-529-3742.
It is also possible to apply in person at a Service Canada office, though those who are experiencing symptoms, or are in self-isolation or quarantine are instructed not to visit.

What if I don't qualify for EI?

The federal aid package also includes the Emergency Care Benefit and the Emergency Support Benefit.
The Emergency Care Benefit provides up to $900 every two weeks for up to 15 weeks, to those affected by COVID-19. It's intended for those who don't qualify for EI, can't go to work and don't have paid sick leave.
Workers — including the self-employed — who are quarantined or sick with COVID-19 can apply, as can those staying home to take care of a family member with COVID-19 who doesn't qualify. Parents staying home to care for children because of school closures are also covered, and can apply whether or not they qualify for EI.
The Emergency Support Benefit will give up to $5 billion to workers ineligible for EI who face unemployment. It is intended to be a long-term income support, but the government hasn't yet said how much it will provide, or how long funds will be given out.
Both benefit plans will be available to apply for in April, through the CRA and My Service Canada websites, and a toll-free number that has not yet been shared.

Le premier ministre du Canada devait s’adresser aux Canadiens hier à 13 h. Il s’est fait attendre exactement 39 minutes. Depuis le début de la crise du coronavirus, Justin Trudeau a été incapable d’agir à temps. Son retard d’hier est à l’image de sa manière d’exercer le pouvoir. 
Par effet de miroir, François Legault est devenu le vrai leader politique au Canada. Il gère avec intelligence l’évolution de la situation au quotidien. Il demeure à l’écoute des scientifiques, dont le magnifique Horacio Arruda, le directeur national de la santé publique, et il démontre sa capacité à prendre le risque d’en faire trop. C’est lui qui a amené les Québécois à accepter des mesures draconiennes afin de prévenir la dégradation de la situation jusqu’à la catastrophe vécue en Europe, en Chine et en Iran. 
Depuis le début, Justin Trudeau vit en suspension. Pire, il ne semble pas comprendre la gravité des secousses telluriques qui font planer sur les terriens ces courants morbides. Non seulement Justin Trudeau n’est pas l’homme de la situation, mais son impuissance à agir nous oblige à nous interroger sur son état personnel. 
Impassible 
Hier, il s’est adressé aux médias en débitant un texte rédigé à l’évidence par d’autres dans une langue dépouillée de toute connotation affective et impossible à décrypter. Il a annoncé la fermeture des frontières aux étrangers, ce à quoi il s’était refusé quelques jours avant. 
Ses années fastes en politique sont terminées. Le décor dans lequel il s’est déployé n’existe plus. Ses costumes, voire ses déguisements, de même que sa séduction juvénile n’ont plus la cote. Sa politique faite d’apparence, d’émotivité et de charme rejoué s’est caricaturée elle-même.

Devant cette pandémie terrifiante, sa fragilité ne fait pas le poids. Justin Trudeau ne possède pas les qualités que sont la vision pénétrante, l’autorité, le sens du tragique, la force tranquille et l’assurance de soi nécessaire dans l’exercice ultime du pouvoir. 
Justin Trudeau est une comète, séduisante certes, mais c’est d’un dirigeant, les pieds fixés dans l’acier, que le Canada a besoin dans le malheur qui s’abat sur lui. 
Action 
Ce n’est pas avec des discussions diplomatiques, avec des sourires et des clins d’œil que nous allons passer à travers cette guerre sanitaire où l’ennemi est invisible. Il faut de l’action. De combien de temps Justin Trudeau a-t-il besoin pour mettre le pays à l’abri du coronavirus qui s’installe définitivement aux États-Unis avec qui nous partageons une frontière toujours ouverte ? 
Justin Trudeau devrait quitter son poste. Il est évident que c’est un homme qui aimait diriger un pays où tout allait bien, aux voies ensoleillées, comme il disait. 
C’est dans les périodes tragiques que se révèlent les grands personnages politiques qui écrivent l’Histoire. Depuis qu’il s’est retrouvé à la tête d’un gouvernement minoritaire, le premier ministre semble perdu, en distance des événements comme pendant la crise autochtone et aujourd’hui face à cette pandémie. On le découvre presque déprimé, récitant sa leçon sans conviction. Décidément, le maître des apparences croule sous le poids de la dure réalité politique.

Yesterday, hundreds gathered in front of Pornhub/MindGeek headquarters—in Montreal, Canada—in protest, demanding that Pornhub be shut down for its complicity in the sex trafficking of women and minors. Just one day later, a group of Canadian Parliament Members and Senators, from three different parties, released this open letter to Justin Trudeau, Canada’s Prime Minister.
As one of Pornhub’s primary headquarters is in Canada, these legislators are answering the global cry to address the grave injustices being perpetuated on the world’s biggest porn site.
Their letter highlights some of the high profile trafficking and sexual assault cases, the content of which has been streamed for hundreds of thousands on the site. It calls on the government of Canada to take three specific steps to ensure that illegal content cannot be easily distributed on Pornhub.
Here is the letter:

Dear Prime Minister,
First, we commend Canada’s participation in the development and launch of the Voluntary Principles to Counter Online Child Sexual Exploitation and Abuse on March 5, 2020, providing steps for technology companies to protect children from sexual exploitation online.
Today, we write to you asking for your help to build on these efforts and protect women and youth, particularly those who are victims of child sexual exploitation, sex trafficking, and sexual assault, from further exploitation online.
Pornhub, owned by Montréal-based MindGeek, is the largest website in the world producing, making available and distributing sexually explicit content, with 42 billion visits and 6.8 million videos uploaded per year. It has come to our attention that some of this content contains the real exploitation of women and minors. In several cases, Pornhub has either refused to remove such videos, or has failed to remove them in a reasonable timeframe.
An investigation late last year by the Sunday Times UK found “dozens” of illegal videos of child sexual exploitation on Pornhub within “minutes”. Some of the illegal content had been on the platform for more than three years. Following this investigation, PayPal cut off its services to Pornhub in November 2019.
Over the last few months, the media has highlighted additional examples of content featuring victims of child sexual exploitation, sex trafficking, and sexual assault being published on Pornhub including:
• A 15-year-old girl who had been trafficked and missing for a year was found after 58 videos of her rape and sexual abuse were discovered online, many on Pornhub.
• Twenty-two females were lured into filming sex acts and the videos subsequently uploaded to Pornhub. The perpetrators have been charged with sex trafficking.
• A 14-year-old indigenous girl’s sexual assault and torture were filmed and uploaded to Pornhub which hosted her videos for months despite repeated requests to remove the videos.
• A 14-year-old girl was filmed being raped by a 49-year old woman and videos of her rape were uploaded to Pornhub.
• A victim of domestic violence was sexually assaulted, and the videos of her abuse uploaded to Pornhub.
Each time these videos are viewed-and many have hundreds of thousands of views-the victims are revictimized. This is deeply harmful to those exploited in these videos.
The ability for Pornhub, and other online companies, to publish this content, and in some cases to profit off crimes committed against children, victims of sex trafficking and sexual assault, is fundamentally contrary to any efforts to increase gender equality in Canada and protect women and youth from sexual exploitation.
In addition, these videos are available online because Pornhub verifies the email address of the account creator and does not require verification of the age or consent of each person featured in subsequent videos that are uploaded.
The Government of Canada has a responsibility to ensure that people who appear in sexually explicit content that is uploaded and published online by companies operating in Canada are not children, nor victims of human trafficking or sexual assault. Further, the Government of Canada has a responsibility to investigate those who produce, make available, distribute and sell sexually explicit content featuring victims of child sexual exploitation, sex trafficking, and sexual assault.
We, the undersigned Senators and Members of Parliament, call upon the Government of Canada to:
1. Review the federal legislative and regulatory framework to ensure Canada’s laws fully prohibit the distribution of material featuring victims of child sexual exploitation, sex trafficking, and sexual assault.
2. Ensure that MindGeek’s activities are in compliance with Canadian law including, Bill C-22, an Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service, which came into force on December 8, 2011, and Bill C-13, the Protecting Canadians from Online Crime Act, which came into force on March 10, 2015; and
3. Take whatever other steps are necessary at the federal level to ensure that companies that sell, produce, make available or publish sexually explicit content be required to verify the age and consent of each individual represented in such material.
We are committed to working with your government to protect women and youth, particularly those who are victims of child sexual exploitation, sex trafficking, and sexual assault from further exploitation online and addressing this issue in a timely manner.
